On Saturday, November 7th, 2015 the Navy released an updated 2016 rolling admissions synopsis that estimates the Seaport-e solicitation release to be on November 9, 2015 with an proposed due date of January 21, 2016. On the same day the Navy announced that the 2016 rolling admissions period will be the last opening for the Seaport-e contract. They will be closing the program to any new prime vendors in the future. This special notice posted on the Seaport-e portal states:

This is a special notice to inform vendors that after this Rolling Admission period, there are no plans to add new vendors to the current SeaPort-e program.
There has been much discussion lately regarding the effectiveness of the Seaport-e program, as well as its current structure. The contracting office claims to be working on the strategy for a tweaked follow-on program, or perhaps something different altogether.
The Navy has stated that teaming partners will continue to be able to be added to the team of an existing contract holder for the life of the program. However, for any companies interested in pursuing this vehicle as a prime contract, this will be your last chance.
