Global Services helps achieve federal proposal success for government contractors. We have been operating for more than 25 years and we are proud to say that we have helped more than 3,000 businesses and government contractors earn more than $25 billion in contracts. As a small business ourselves, we understand the unique challenges that small businesses face, so we aim to make the proposal process as efficient, transparent, and approachable as possible.

Courtney Fairchild

Courtney Fairchild

President & CEO

Courtney Fairchild is the Co-Founder, President, and CEO at Global Services. For twenty-five (25) years, Courtney has led her team in obtaining over 3,000 contract awards in excess of $20B in value. Ms. Fairchild provides pro bono services to APEX Accelerators (Formerly Procurement Technical Assistance Centers (PTAC)) to assist their constituents in learning about selling to the federal government, specifically via the GSA Schedule. Courtney is a Graduate of the Goldman Sachs 10,000 Small Business Program (2017) and SBA’s Emerging Leaders Program (2015) and is the recipient of the following awards: Enterprising Women Award (2017), Women Impacting Policy’s Founder’s Award (2016), SmartCEO’s Brava Award (2015), MEA Magazine’s 50 Women of Influence and Power Award (2011), Washington Business Journal’s Women Who Mean Business Awards – Rising Star Award (2009), and The American Small Business Coalition (ASBC) Member of the Year Award (2008). Ms. Fairchild is Vice Chair of the Board of Directors at Women Impacting Public Policy (WIPP). Courtney holds a Bachelor’s Degree in Economics from Georgetown University (GU). When she’s not spearheading Global Services’ success, Courtney is running an Instagram account
(@thecitruschronicles) for her beloved cat, Citrus.

Jody Franklin

Jody Franklin

VP, Director of Schedule Accounts

Jody Franklin is the VP & Director of Schedule  Accounts at Global Services. In his twenty (20) years at Global Services, Jody has contributed to Global Services’ long history of successfully preparing, negotiating, and managing thousands of GSA Schedule contracts for clients. In addition to working with his government contractor clients in the private sector, Jody provides pro bono services to the Small Business Administration (SBA), Small Business Development Center (SBDC) and the CIRAS APEX Accelerator. Jody has been awarded Service Corps of Retired Executives’ (SCORE) 2009 Outstanding Contribution to the Success of Chapter One. Jody holds a Bachelor’s Degree in Language and Linguistics from Georgetown University. When he’s not winning and sustaining MAS contracts for clients, Jody enjoys pandemic-induced hobbies such as perfecting baked goods recipes and cross-stitch projects.

Martin Hicks

VP, Director of Proposal Development

Martin Hicks is the VP & Director of Proposal Management at Global Services. In his twenty-two (22) years at Global Services, Martin has performed federal proposal management and procurement consulting with a special focus on clients in the Information Technology (IT), Management Consulting, Intelligence Community (IC), and Professional Services markets. Martin holds a Master’s Degree in Public Administration (MPA) from George Washington University (GWU) and a Bachelor’s of Arts (BA) Degree in Political Science from the University of North Carolina (UNC). When he’s not working, Martin is studying the French language and traveling to wine regions around the world.

Maureen Meyer

Proposal Coordinator

Maureen Meyer, certified Association of Proposal Management Professionals (APMP) Practitioner, is the Proposal Coordinator at Global Services. For the last three (3) years, Maureen has audited, compiled, and reviewed GSA MAS submissions and coordinated GWAC proposal efforts for clients. Maureen holds a Bachelor’s Degree in Professional Writing with a Minor in Saxophone Performance. When she’s not helping clients win government contracts, Maureen spends her time painting with oil pastels and rock-climbing with our partners at GovCon Rockstars.

Kate Taylor

Proposal Coordinator

Since January 2022, Kate has worked in our GSA MAS department, helping clients obtain contract awards. A former elementary school teacher, Kate holds a Bachelor’s Degree in Interdisciplinary Studies from Old Dominion University. When Kate is off the clock, she can be found reading, cooking, practicing yoga, and enjoying the outdoors with her dogs on her family’s farm, where they raise over 600 beef cattle.

Caphare serves as a Proposal Coordinator at Global Services, bringing valuable experience from the finance and aviation industries. Starting in 2023, Caphare has played a pivotal role in assisting clients in securing contract awards. Holding a Bachelor’s degree in Business Administration & Mass Communication, she is a collaborative and results-driven professional. With a passion for making a positive impact through her work, Caphare is known for her high organizational efficiency. Beyond work, Caphare finds joy in laughter, dancing, sightseeing, hiking, and grilling with family and friends.

Melanie Hudak-Williamson

Jr. Proposal Coordinator

Since September 2022, Melanie has trained in GSA MAS, and federal proposal management, as well as assist Proposal Coordinators, VP, Director of Schedule Accounts, and VP, Director of Proposal Development. Melanie joins Global Services as a Junior Proposal Coordinator. Melanie holds a Bachelor’s Degree in International Studies from The University of North Carolina, Chapel Hill, and has a diverse professional background including nonprofit, sales enablement, research, and editing. Melanie is also a veteran of the United States Navy.

When Melanie is not busy training and assisting her colleagues at Global Services, she is teaching group fitness and tending to her small farm she is just beginning with her husband and stepdaughter.

Jr. Proposal Coordinator

Molly joins Global Services as a Junior Proposal Coordinator. Molly specializes in working on GWAC and GSA MAS submissions for our clients who are looking to expand their business lines. Molly holds a Bachelor’s Degree in Music, concentrating in Oboe, with a Minor in Communication and Social Interaction. In her free time, you can find Molly reading, playing board games, and snuggling with her three cats Catalie Portman, Jean Grey, and Lucy Goose.

The National Multiple Sclerosis Society

The National Multiple Sclerosis Society (NMSS) is a nonprofit organization that was founded to cure Multiple Sclerosis (MS) while empowering people affected by MS to live their best lives. Global Services is closely involved in fundraising for DC’s WalkMS and Ambassadors Ball.

Mini Cat Town

Mini Cat Town is a 501(c)(3) nonprofit organization that specializes in rescuing neonatal kittens. Since 2015, Mini Cat Town has rescued over 1,100 cats and kittens. In an effort to boost Mini Cat Town’s impact, Global Services matches donations for their annual #GivingTuesday fundraising campaign.

Federal Business Council

Federal Business Council, Inc. (FBC) specializes in producing meetings, conferences, and trade show events for Federal Government Agencies, the Department of Defense, and Intelligence Community throughout the United States. Global Services routinely sponsors FBC’s Annual Government Procurement Conference (GPC), a national conference fostering business partnerships between the Federal Government, its prime contractors, and small, minority, service-disabled veteran-owned, veteran-owned, HUBZone, and women-owned businesses.

The HUBZone Contractors National Council is a 501(c)(6) non-profit trade association comprised of a group of companies and organizations working together to improve and support the HUBZone program and small business community. APEX Accelerators

The APEX Accelerators, formally known as the Procurement Technical Assistance Center (PTAC), was authorized by Congress in 1985 to expand the number of businesses capable of participating in government contracts. Global Services frequently provides GSA MAS Training at APEX Accelerators events across the country.
