So what exactly is changing with this GSA Schedule?
In a draft version of the Professional Services Schedule (PSS) Refresh #34, GSA has announced that PSS proposals will only require one project experience narrative, as opposed to the current requirement for two projects. Once finalized, this change will open the door to a much wider range of companies to get on Schedule. The final version is expected in March 2019.
Earlier this month, Kristann Montague and Nichol West of GSA’s Office of Professional Services and Human Capitol Categories (PSHC) introduced these Schedule changes and clarified the process for industry via Webinar. The duo reminded the audience that, while the refresh will reduce the workload for offerors, the same rule applies: the narrative MUST demonstrate expertise within the Special Item Number (SIN) scope. Additionally, these changes will not be implemented until Refresh #34 drops, meaning any offers submitted prior to the release of Refresh #34 must still include two project narratives per SIN. Keep in mind that changes to the draft solicitation will be made, if appropriate, so GSA reminds you to regularly check for updates.
Who does this change to GSA Schedules effect?
Like GSA’s decision to consolidated the Schedules program into one overarching Schedule, this change shows GSA’s interest in making the Schedules program more accessible. In particular, this change to the PSS Schedule is great news for younger companies and companies just beginning to branch out into offering PSS services, who may not have two projects that meet GSA’s requirements. Under the new rules, these companies will be able to get on Schedule sooner.
At the same time, though, this increased applicant pool is likely to significantly increase GSA’s proposal evaluation/negotiation workload. This could lead to delays, making it all the more essential to enter a perfect Schedule proposal on the first try.
