GSA MAS Refresh #20 to Bring Clause Changes, Price Proposal Template Updates, and More

Changes are coming to General Services Administration’s (GSA) Multiple Award Schedule (MAS) Solicitation 47QSMD20R0001. With Refresh #20 and an associated mass modification (mass mod) anticipated in April 2024, it is important for MAS contractors to know what lies ahead. To help your business determine the impact of Refresh #20, we are breaking down each change discussed by the Federal Acquisition Service (FAS) in a recent webinar.

Changes to Overall MAS Solicitation.

  1. Implement various revisions to SCP-FSS-001 Instructions Applicable to All Offerors.
    1. Revise provision iv. to:
      1. Bring back bullet (A): A copy of the cancellation letter or notification of determination not to exercise an option.
      2. Address 12-month waiting period if contract is canceled/allowed to expire due to non-compliance.
    2. Add note to xviii. GSA Advantage Purchase Order (PO Portal).
    3. Update various gsa.gov links and page titles.
  2. Add the following note to clause I-FSS-600:
    1. “All Commercial Off the Shelf (COTS) type products are prohibited from being duplicated and published to the text file posted on GSA eLibrary.
    2. All Commercial Off the Shelf (COTS) type products should be published for sale on GSA Advantage.”
    3. This note will also be added to the Electronic Catalog Vendor Support Center (VSC) page, under ‘What do I need to include in my electronic catalog for GSA Advantage?’
  3. Various changes to Price Proposal Templates.
    1. Offer Price Proposal Template for Products.
      1. Update ‘Read Me First’ tab to reflect Refresh 20.
      2. Add two new tabs for Options and Accessories.
      3. Add instructional language for Options and Accessories to the ‘Read Me First’ tab.
      4. Add ‘Base Product or Accessory’ column to all tabs.
      5. Update Glossary.
    2. Modification Price Proposal Template for Products.
      1. Update ‘Read Me First’ tab to reflect Refresh 20.
      2. Add two new tabs for Options and Accessories.
      3. Add instructional language for Options and Accessories to the ‘Read Me First’ tab.
        1. Note for Options:
          1. “For option item price increases or price decreases, utilize the associated Economic Price Adjustment (EPA) tabs with base products information only.”
        2. Note for Accessories:
          1. “This tab should only be used when adding/changing/removing an accessory relationship with the base item.”
      4. Add ‘Base Product or Accessory’ column to all tabs.
      5. Update Glossary.
    3. Offer and Modification Services and Training Price Proposal Templates.
      1. Add instructional language for Mark-ups to the ‘Read Me First’ tab.
        1. “Contractors who offer mark-ups should enter the discount (X%), as a negative discount, from commercial pricing (commercial market rates or Commercial Price List rate) offered to the Most Favored Customer and GSA for the direct labor or task element entry.”
    4. Special Item Number (SIN) 541930 Translation and Interpretation Services 611630 Linguistic Training and Education.
      1. Add instructional language for Mark-ups to the ‘Read Me First’ tab.
        1. “Contractors who offer mark-ups should enter the discount (X%), as a negative discount, from commercial pricing (commercial market rates or Commercial Price List rate) offered to the Most Favored Customer and GSA for the direct labor or task element entry.”
  4. Incorporate clause and provision updates, as necessary, through Federal Acquisition Circular (FAC) 2024-03 and General Services Acquisition Regulation (GSAR) Change 177.
  5. Letter of Supply.
    1. Remove the below category and offerings requirements for the Office Management Category:
      1. A. Manufacturers listed on the Business Solutions Association (BSA) website are part of the Dealer Authorization Program.
      2. D. A roster of wholesale agents and dealers segregated by manufacturer can be found on the BSA website. [Vendor] may also inquire with the manufacturer for information regarding its authorization status.

Changes to Specific Large Category, Subcategory or SIN.

  1. Facilities (B).
    1. Facilities Services (B02): SIN 561730 – Grounds Maintenance.
      1. Revise SIN description to include snow removal.
  2. Furniture (C).
    1. Large Category Attachment Instructions.
      1. Add the following note to the General Requirements section:
        1. “NOTE: References may be made to various Federal Specifications and Standards. Any referenced Federal Specification and Standard can be accessed by searching https://quicksearch.dla.mil/qsSearch.aspx.”
  3. Information Technology (IT) (F).
    1. IT Services (F03): SIN 54151HACS – Highly Adaptive Cybersecurity Services (HACS).
      1. Add the following SIN Instructions:
        1. “The requirements for SIN 54151HACS oral technical evaluation and additional information beneficial to complete your offer for SIN 54151HACS can be found on the Highly Adaptive Cybersecurity Services (HACS) gsa.gov website.
    2. IT Solutions Subcategory (F05): SIN 518210FM – Financial Management Quality Service Management Office (FM QSMO) Core Financial Management (FM) Solutions and IT Professional Services.
      1. Update various use cases in the SIN 518210FM Core FS OCD Execution Plan to maintain alignment with current versions of FMCL 2024 release – Business Use Case and the Federal Integrated Business Framework (FIBF).
  4. Miscellaneous (G).
    1. Complementary SINs (G06): SIN OLM – Order-Level Materials (OLM).
      1. Revise SIN instructions to 60 OLM-eligible subcategories and add ‘Transportation of Things’ subcategory.
  5. Professional Services (H).
    1. Environmental Services (H02): Subcategory Instructions.
      1. Add the following statement to address climate change:
        1. “The following services may be utilized by ordering agencies to fulfill a broad range of Environmental services to include planning for and response to environmental issues including climate change.”
    2. Environmental Services (H02): SINs 541620 – Environmental Consulting Services, 562910REM – Environmental Remediation Services & 562910RMI – Environmental Remediation Services – Multiple Industries.
      1. Revise SIN description to include climate change.
  6. Transportation and Logistics Services (K).
    1. Transportation of Things Subcategory (K05): SINs 481211B – Air Charter Services – Brokers & 481211O – Air Charter Services – Owner Operated.
      1. Revise Statement of Work (SOW) to account for changes in safety requirements for U.S. Commercial Air Carriers (i.e, Safety Management Systems (SMS), SMS Inspection Certifications, safety requirements for Rotorcraft, and inclusion of expansion into Order-Level Materials (OLMs) SIN.
