Contrary to popular belief, the U.S. Government does know how to simplify things. In 1994, it established the Federal Acquisition Streamlining Act or FASA, that brought about the procurement method known as Simplified Acquisitions found in FAR Part 13. Simplified Acquisitions are purchases of goods, services, and research and development that move more quickly than other procurement methods. They are reserved (versus set aside) for small business concerns, and account for upwards of $25 billion in obligations each fiscal year.
