GSA Limits Startup Springboard with Upcoming Refresh 31

Beginning with the release of Refresh 31 later this month, the Startup Springboard Program will be restricted to offerors who meet the FASt Lane eligibility criteria. This means that only offers under the Information Technology Category (ITC) will be eligible. Startup Springboard offerors must comply with the following:
- Be assigned to an ITC contracting officer.
- Submit only ITC Special Item Numbers (SINs), except for the ancillary SIN.
- Be tied to an eligible federal Information Technology (IT) initiative.
- Provide a written request from a customer agency to request participation.
- Meet strict response timelines for offer and modification reviews.
The limitation means that only newer contractors proposing agency-sponsored ITC offerings, while meeting FASt Lane criteria, can use the Startup Springboard Program. The General Services Administration (GSA) website pages for both the Startup Springboard Program and the FASt Lane will be updated to reflect the new changes.
Current Pending Offers
Startup Springboard offers submitted prior to the releases of Refresh 31 will be reviewed under the existing Refresh 30 (or earlier) requirements.
