GSA Transactional Data Reporting (TDR) Requirement Takes Effect July 1, 2026

On July 1, 2026, the General Services Administration (GSA) will officially implement the Transactional Data Reporting (TDR) requirement for contractors transitioning from the Commercial Sales Practices (CSP) disclosure process. This important change marks a shift in how GSA Multiple Award Schedule (MAS) contractors report sales information, moving toward a more data-driven approach to contract administration and compliance.
GSA began transitioning MAS contractors from CSP requirements to TDR to improve transparency, streamline reporting, and reduce administrative burdens associated with maintaining commercial pricing disclosures. As part of Refresh 31, released on April 2, 2026, TDR became mandatory for all MAS Special Item Numbers (SINs). Contractors were required to accept the system-generated Mass Modification A909 and then accept the “Participate in TDR” modification to begin the transition process.
For contractors who completed the required modifications, the TDR participation effective date will be July 1, 2026. Beginning on this date, contractors will transition to monthly TDR sales reporting requirements and will no longer be subject to the Price Reductions Clause or the requirement to provide Commercial Sales Practices disclosures.
To ensure continued compliance with GSA’s TDR requirements, contractors should take several important steps before the effective date:
Confirm Your TDR Status
Contractors should verify their TDR participation status and effective date through the GSA Sales Reporting Portal or by reviewing their contract information in the GSA eMod System. Confirming that all required modifications have been accepted is an important first step in ensuring a smooth transition.
Prepare for Monthly Sales Reporting
Under TDR, contractors must submit detailed monthly sales reports instead of quarterly reports. Contractors should review their internal systems and processes to ensure they are capturing the required transactional data elements needed for accurate reporting. The first monthly TDR sales report will be due no later than August 30, 2026, covering July 2026 sales activity.
Review Updated GSA Guidance
Contractors should familiarize themselves with the latest GSA guidance and reporting expectations to understand the new requirements and avoid compliance issues. Taking time to review available resources and align internal procedures will help ensure a successful transition to the TDR framework.
Understand the Grace Period
GSA has established a six-month grace period beginning on the TDR effective date. For contractors whose TDR participation becomes effective on July 1, 2026, the grace period will run through December 31, 2026. During this period, GSA will provide contractors time to adjust to the new reporting process and will not take enforcement action related to data quality errors as contractors adapt to the monthly reporting structure.
The July 1, 2026 effective date represents an important milestone in GSA’s continued modernization of MAS contract requirements. Contractors should take the necessary steps now to confirm their transition status, prepare reporting processes, and ensure they remain compliant with TDR requirements.
