TDR Changes come to GSA MAS

Refresh 31 is going to kick off mandatory Transaction Data Reporting (TDR) across all Special Item Numbers (SINs). There are currently 112 services SINs affected by this change and all non-TDR related clauses will be removed from the solicitation. Please keep in mind that contractors currently not participating in TDR will continue to use non-TDR Terms and Conditions until the effective date on the executed SF30 for the “Participate in TDR” Mass Modification.

Don’t be surprised that the Most Favored Customer (MFC) columns will remain in the Federal Acquisition Service (FAS) Catalog Platform (FCP) Products/Services Plus Files and the Modification Products/Services Price Proposal Templates (PPTs) when Refresh 31 drops. During the transition General Services Administration (GSA) Multiple Award Schedule (MAS) Contractors should continue to complete these columns until their effective TDR date, which will depend on when they accept the Mass Modification. Once the contract is TDR those columns should be left blank.

Overview of Changes

As of the effective date of the Mass Modification the following clauses will be removed:

  • 238-80, Industrial Funding Fee and Sales Reporting (Jul 2020) Alternate I (May 2024) (Deviation)
  • 238-81, Price Reductions (May 2019)
  • 238-81, Price Reductions (May 2019) (Alternate I Apr 2024)
  • 238-81, Price Reductions (Dec 2021) (Deviation)
  • 238-82, Modifications (Federal Supply Schedule) (Jan 2022) (Alternate I Mar 2020)
  • 238-82, Modifications (Federal Supply Schedule) (Jan 2022) (Alternate II May 2019)

As of the effective date of the Mass Modification the following clauses will be added:

  • 238-80, Industrial Funding Fee and Sales Reporting (Dec 2025) (GSAR Deviation)
  • 238-81, Price Reductions (Dec 2025) (GSAR Deviation)
  • 238-82, Modifications (Federal Supply Schedule) (Dec 2025) (GSAR Deviation)

The Commercial Sales Practices (CSP) and CSP-1 will be removed from submissions going forward.

Currently Submitted and Pending Non-TDR Offers

GSA will send an official email to all offerors with an existing non-TDR submission, and once that is received, all offerors will have 10 business days to withdraw their offer. Once withdrawn, you can resubmit using TDR requirements. If an offer is not withdrawn, then Contracting Specialists (CS)/Contracting Officers (CO) will reject the submission outright.

All timely resubmitted offers will be tracked, and GSA will do their best to reinstate them to their original positions in the queue, or as close as possible. If the offer had been assigned to a CS/CO previously, then it will go back to the same person. GSA suggests you reach out to this person once your offer has been resubmitted. Keep in mind that being reinstated to your original position is contingent upon a timely resubmission. 

All Current Non-TDR Contractors

As mentioned above, a Mass Modification (A909) will be issued for this TDR update the same day Refresh 31 is published. Although Mass Modifications typically address updates to Terms and Conditions, this modification will transition MAS contracts from non-TDR reporting to mandatory monthly TDR reporting upon acceptance. Contractors must first accept the Refresh 31 Mass Modification, then the TDR-related one. This needs to be done within 90 days of its release. Once this is done, the effective date and TDR Begin Date will start the following quarter.

For example:

If the contractor accepts the TDR Mass Modification immediately on 2/27/26.

Then TDR becomes effective for them on the first day of the next quarter, 4/1/2026. The contractor will continue quarterly sale reporting until this date and then start submitting transactional data by 5/30/2026.**

 

   
   
If the contractor waits to accept the TDR Mass Modification closer to the end of the 90 day limit on 4/15/26.

Then TDR becomes effective for them on the first day of the next quarter, 7/1/2026. The contractor will continue quarterly sales reporting until this date and then start submitting transactional data by 8/30/2026.**

 

** Please keep in mind that reporting is due within 30 days after the end of the previous month.

Reporting Requirements

Contractors must provide the following Transaction Data elements, as applicable:

For Products

  1. Contract or Blanket Purchase Agreement (BPA) Contract or BPA number
  2. Delivery, task order number, or procurement instrument identifier
  3. SIN
  4. Description of Deliverable
  5. Manufacturer Name
  6. Manufacturer Part Number
  7. Unit Measure
  8. Universal Product Code
  9. Quantity of Item
  10. Price paid per unit
  11. Total Price
  12. Non-Federal Entity
  13. Federal Customer
  14. Order Date
  15. Ship Date
  16. Zip code shipped to
  17. Agency Name (for OS4 SINs only)
  18. Tier 3 Agency Name (for OS4 SINs only)

For Services:

  1. Complete all applicable fields
  2. Upload the relevant Performance Work Statement (PWS), Statement of Objectives (SOO), or Statement of Work (SOW)
  3. For firm-fixed price Task Orders (TOs) provide a description of the invoiced services.

There are specific fields that do not apply to Services, so Services Contractors must leave any of those blank. Please see the MAS Upload Instructions for more detailed instructions.
