GSA MAS Refresh 32 Changes Contractors Should Know

Significant changes are coming to General Services Administration’s (GSA) Multiple Award Schedule (MAS) Solicitation 47QSMD20R0001. With Refresh #32 and an associated mass modification (mass mod) anticipated in June of 2026, it’s important for MAS contractors to know what lies ahead. To help your business determine the impact of Refresh #32, we are breaking down each change outlined by GSA in their recent notice regarding the upcoming Refresh.

Overall MAS Solicitation:
Solicitation Instructions
 
GSA will revise the SCP-FSS-001 Instructions Applicable to All Offerors. A draft attachment outlining these revisions will be released prior to issuance of Refresh 32.  Contractors pursuing a GSA MAS contract may need to revise proposal preparation processes and submission documentation to align with updated instructions.

Clauses and Provisions
 
Refresh 32 will implement Executive Order (EO) 14398 and incorporate Federal Acquisition Regulation (FAR) clause 52.222-90 regarding prohibited discriminatory Diversity, Equity, and Inclusion (DEI) practices. This clause will apply to all existing and future orders and Blanket Purchase Agreement (BPA) calls under MAS contracts.  Existing and prospective contractors will need to review internal DEI-related policies and compliance practices to ensure continued eligibility for federal contracting opportunities.

FAR Updates
 
GSA will incorporate clause and provision revisions resulting from Federal Acquisition Circular (FAC) 2026-01. These updates will align the MAS Solicitation with the latest FAR requirements.  Contractors may need to update compliance procedures, contract language, and proposal templates to reflect revised federal acquisition requirements.

Drones and Unmanned Aircraft Systems
 
GSA will revise solicitation language concerning Drones and Unmanned Aircraft Systems (UAS) to reflect program oversight transitioning from the Defense Innovation Unit (DIU) to the Defense Contract Management Agency (DCMA) Special Programs Unmanned Systems-Experimental (US-X).  Contractors offering drone or UAS-related products and services may need to review revised program oversight requirements and compliance expectations.

ICT Requirements
 
Each Large Category attachment will include a new requirement stating that End-of-Support (EOS) dates and the availability of security updates must be considered when managing obsolete Information and Communications Technology (ICT) equipment.  Information Technology (IT) contractors may need to strengthen lifecycle management practices and ensure offered products remain supported and secure.

Joint Venture Requirements
 
GSA will update Joint Venture (JV) offer requirements to align with revisions to 13 Code of Federal Regulations (CFR) 125.9. In addition, a company will be limited to holding one JV MAS contract in addition to its individual MAS contract. Companies that currently hold more than one JV MAS contract may continue using those contracts through the end of the current option period. However, those contracts will not be eligible for future option extensions.  Contractors operating multiple JV Schedule contracts will face limitations on future contract expansion and may need to reassess JV strategies and long-term contract planning.

FCP Product File
 
GSA will revise the FAS Catalog Platform (FCP) Product File requirements. Additional details are expected with the formal Refresh 32 release.  Contractors may need to update pricing documentation and internal tracking systems to comply with revised file requirements.

Refresh Implementation Process
 
Contractors with proposals already submitted to GSA will not need to withdraw and resubmit proposals for Refresh 32. Instead, GSA will request updates to applicable documents.  Current offerors may experience a reduced administrative burden because proposals can remain active while required updates are submitted separately.

Food Service Equipment Subcategory (B05)
 
GSA will retire Special Item Number (SIN) 311423 for Non-Perishable Foods.  Contractors currently using SIN 311423 may need to identify alternative contract vehicles or SINs for future offerings. 
Industrial Products and Services (E):
Hardware and Tools Subcategory (E04)
 
GSA will revise the SIN description and associated instructions for SIN 532310 Rental and Leasing of Hardware Store Products.  Contractors under this SIN may need to update offerings, marketing language, and proposal documentation to match revised scope requirements. 
Information Technology (F):
Financial Management Services Subcategory (F03)
 
GSA will establish new SIN 518210GM for the Grants Quality Service Management Office (QSMO) Marketplace. This SIN will support software-as-a-service (SaaS) and related grants management solutions in partnership with the Department of Health and Human Services (HHS).  Contractors providing grants management technology solutions may gain new opportunities to compete for federal marketplace requirements under a dedicated SIN. 
Information Technology (F):
IT Services Subcategory (F05)
 
GSA will revise the SIN description for SIN 54151HEAL Health Information Technology Services.  Health IT contractors may need to ensure their capabilities and offerings align with the revised SIN scope and requirements. 
Security and Protection (J):
Security Animals and Related Services Subcategory (J03)
 
GSA will revise the SIN description and instructions for SIN 812910 Canine Training, Handling, and Caging Products and Services.  Contractors offering canine-related security services may need to adjust proposal language and service descriptions to remain compliant. 
Security and Protection (J):
Security Systems Subcategory (J05)
 
GSA will revise the title of SIN 334290L Physical Access Control Systems (PACS)..  Contractors under this SIN may need to update internal records, catalogs, and marketing materials to reflect the revised SIN title. 
Professional Services (H):
Environmental Services Subcategory (H02)
 
GSA will add a note to the SIN description for SIN 541620 Environmental Consulting Services.  Environmental consulting contractors may need to review revised SIN guidance to ensure continued compliance and accurate service representation.
