GSA MAS Refresh #33 to bring Solicitation Clause and Instruction Changes

The General Services Administration (GSA) has rescheduled Multiple Award Schedule (MAS) Refresh 33 from September to October 2026. The additional time is to allow GSA to fully integrate the planned updates before release.
This schedule change gives contractors additional time to prepare for the upcoming requirements. Contractors should review the changes outlined by GSA and determine whether updates to their proposal materials, pricing documentation, reporting practices, or other contract administration processes may be necessary.
One notable update affects Special Item Number (SIN) 561510, Travel Agent Services, under the Travel Agent and Miscellaneous Services subcategory. GSA has revised the Statement of Work (SOW) and Price Proposal Template (PPT) for this SIN. Changes to the SOW include new transactional data reporting requirements, updates related to VIP remote or hybrid services, revisions to service-level agreements, and updated explanatory codes.
The PPT also includes updated instructions and a new eOffers tab for Travel Management Companies seeking to be added to the Schedule. Certain ancillary Contract Line Item Numbers (CLINs) will now be mandatory to establish a standard set of services across Travel Management Companies and support GO.gov. SIN 561510 contractors should review the revised SOW and PPT when Refresh 33 is released and determine whether changes to their SOWs, reporting practices, service-level commitments, or pricing documentation are needed.
As October approaches, contractors should watch SAM.gov and GSA communications for the official Refresh 33 release.
