GSA MAS Refresh #33 to bring Solicitation Clause and Instruction Changes

Solicitation Instructions 

Updates the SCP-FSS-001 Instructions Applicable to All Offerors. The revisions incorporate supply chain requirements into the GSA acquisition supplement and implement new GSAR Part 540 provision 552.540-70 and clause 552.540-71 to establish a consistent framework for supply chain security, regulatory compliance, and threat mitigation. 

Offerors and contractors may need to review and update supply chain security practices and proposal documentation to comply with the new requirements. 

Overall MAS Solicitation: 

 FASt Lane Eligibility 

Expands FASt Lane eligibility to all MAS Large Categories. Offerors outside the Information Technology (IT) Large Category may receive FASt Lane consideration for offers when a validated federal requirement is supported by agency sponsorship or documented, compelling customer demand, while existing eligibility and participation standards remain in place. 

Overall MAS Solicitation:  

FASt Lane Application and Modification Processes 

Maintains Startup Springboard participation as limited to approved FASt Lane participants and keeps FASt Lane modification processes limited to the IT Category. Offerors with pending, unsubmitted submissions must initiate a new application through eOffer to maintain FASt Lane eligibility when applicable. 

Offerors pursuing FASt Lane eligibility may need to submit new applications and follow revised procedures based on their Large Category and submission status. 

Overall MAS Solicitation: 

 Trade Agreements Act 

Implements Class Deviation CD-2026-03, which eliminates the Trade Agreements Act exemption previously applicable to Federal Prison Industries, Inc. and AbilityOne Participating Nonprofit Agencies. 

Affected contractors may need to revise sourcing and compliance practices to account for the removal of the prior TAA exemption.

Large Category Attachments 

Adds a requirement to the “General Information” section of each Large Category attachment prohibiting product substitutions without prior written consent from the buyer. Authorized substitutions must be listed on the MAS contract and generally priced no higher than the original item, unless the customer expressly approves a more expensive MAS-listed alternative.

 Service Contract Labor Standards 

Contractors subject to SCLS may need to review labor rates and pricing to ensure compliance with the updated wage determinations.

Structures Subcategory (B06), SIN 238160 Roofing Products and Services Solutions 

Revises the Special Item Number (SIN) description to clarify that roofing products, services, and associated materials may be provided for roof repair or replacement. The SIN may be used for materials only, services or labor only, or a comprehensive combination of both, and standalone roofing services are expressly within scope.

Structures Subcategory (B06), SIN 532490P Lease/Rental of Pre-Engineered/Prefabricated Buildings and Structures 

Expands and clarifies the SIN scope to cover pre-engineered, prefabricated, portable, mobile, modular, and tension fabric structures and related temporary facilities. The revision also incorporates turnkey base camp facilities and integrated operational support services, such as laundry, housekeeping, and restroom or shower servicing, when directly related to leased or rented structures.

Structures Subcategory (B06), SIN 532490P Subgroups 

Adds a new SIN subgroup for Turnkey Base Camp Facilities and Operational Support Products or Services. The revision also modifies the existing subgroup for Lease/Rental of Pre-Engineered/Prefabricated Restrooms, Showers, and Utility Rooms.

Complementary SINs Subcategory (G06), SIN 238910 Installation and Site Preparation Services 

Adds a SIN instruction governing ancillary services, incidental products, and equipment rentals. These items must be ordered in conjunction with and directly support products or services purchased under the Federal Supply Schedule, and incidental products must be separately priced and ordered with SIN 238910 services. 

Travel (L):  

Employee Relocation Subcategory (L01), SIN 531 Employee Relocation Solution 

Revises the Statement of Work guidelines for employee relocation services. The move management requirements are updated to support compliance with revised audit and payment standards for household goods relocation services under Federal Management Regulation (FMR) 102-118. 

Employee relocation contractors may need to revise move management procedures and documentation to meet the updated federal audit and payment standards. 

Travel (L):  

Travel Agent and Miscellaneous Services Subcategory (L03), SIN 561510 Travel Agent Services 

Revises the Statement of Work (SOW) and Price Proposal Template (PPT) for Travel Agent Services. The SOW adds transactional data reporting, updates VIP remote or hybrid services, adds a VIP service-level agreement, and revises explanatory codes, including new C6 and C7 codes supporting non-government funds. 

Travel Management Companies may need to update SOWs, reporting practices, service-level commitments, and pricing documentation to conform to the revised requirements.

Travel Agent and Miscellaneous Services Subcategory (L03), SIN 561510 Price Proposal Template 

Updates the PPT instructions and adds a new eOffers tab for Travel Management Companies seeking to be added to the Schedule. The new tab makes certain ancillary Contract Line Item Number (CLINs) mandatory to establish a standard set of services across Travel Management Companies (TMCs) and align with GO.gov support.
