GSA MAS Refresh #30 to Solicitation Clause and Instruction Changes

Significant changes are coming to General Services Administration’s (GSA) Multiple Award Schedule (MAS) Solicitation 47QSMD20R0001. With Refresh #30 and an associated mass modification (mass mod) anticipated in late November 2025, it’s important for MAS contractors to know what lies ahead. To help your business determine the impact of Refresh #30, we are breaking down each change outlined by GSA in their recent notice regarding the upcoming Refresh.

Overall MAS Solicitation: Clauses and Provisions  Updates MAS clauses and provisions to align with Federal Acquisition Regulation (FAR) and General Services Administration Acquisition Regulation (GSAR) deviations resulting from the Revolutionary FAR Overhaul (RFO).  Aligns MAS solicitation with the new RFO policies and updated acquisition framework. 
Overall MAS Solicitation: RFO Procedures  Adds a new note directing Ordering Activities to follow procedures in RFO General Services Administration Acquisition Manual (GSAM) Subpart 538.71.  Provides updated ordering guidance and procedures. 
Overall MAS Solicitation: Professional Compensation Plan  Updates provision SCP-FSS-001, including removal of the Professional Compensation Plan requirement.  Removes outdated Solicitation requirements and simplifies compliance. 
Overall MAS Solicitation: Clause I-FSS-644  Updates clause I-FSS-644 to remove requirement for evidence of uninterrupted supply and to make general edits.  Provides clearer instructions for ordering activities and reduces administrative burden on offerors. 
Overall MAS Solicitation: Pricing Terms  Revises “Pricing Terms” attachment to add Economic Price Adjustment (EPA)-related fields.  Enhances pricing transparency and ensures EPA mechanisms are properly documented. 
All Large Categories: General Information  Revises “Drones/Unmanned Aircraft Systems (UAS)” policy language to reflect RFO-based prohibitions and Department of Defense (DoD) Blue UAS program alignment.  Strengthens compliance with national security UAS restrictions. 
All Large Categories: General Information  Incorporates FAR 52.240-1 and FAR 52.240-91(c) prohibitions on delivering, operating, or procuring Federal Acquisition Security Council (FASC)-prohibited UAS after Dec. 22, 2025.  Ensures compliance with FASC procurement restrictions. 
Miscellaneous: Complementary Special Item Numbers (SINs) Subcategory  Revises Order Level Materials (OLM) SIN description to align with RFO implementation.  Simplifies OLM use and aligns with new RFO policies. 
Miscellaneous: Complementary SINs Subcategory  Removes SIN-level regulations 552.238-115 and SCP-FSS-007.  Removes outdated regulatory references. 
Miscellaneous: Complementary SINs Subcategory  Notes that system-based subcategory limitations remain temporarily.  Provides updated guidance for OLM applicability while awaiting system updates. 
Miscellaneous: OLM SIN  Provides detailed updated explanation of OLM SIN usage, eligibility across 60 subcategories, and definition of OLM authority.  Improves ordering consistency and compliance across MAS. 
Miscellaneous: OLM SIN  Clarifies requirement to follow RFO 538.7104-2 when adding OLM to an order.  Ensures contracting officers apply OLM authority only where appropriate and in accordance with updated RFO procedures. 
Transportation & Logistics Services: Price Proposal Template (PPT)  Updates PPT for SIN 492210 – Local Courier Delivery Services.  Streamlines pricing submissions and improves alignment across transportation SINs.
