Oasis+ Phase II Coming in January
The General Services Administration (GSA) is expanding its next-generation professional services vehicle, One Acquisition Solution for Integrated Services Plus (OASIS+). OASIS+ is designed as a flexible government-wide acquisition contract (GWAC) for complex non-IT services. This program consists of multiple indefinite delivery, indefinite quantity (IDIQ) contracts with a five-year base period and an additional five-year option period.
On December 4, 2025, GSA announced the launch of OASIS+ Phase II, a major expansion of the program. Phase II introduces five new service domains, bringing the total to 13 domains across all six OASIS+ solicitations: Unrestricted, Small Business, Service-Disabled Veteran-Owned Small Business, HUBZone, Woman-Owned Small Business, and 8(a).

2. Research and Development
3. Management and Advisory
4. Environmental
5. Intelligence Services
6. Enterprise Solutions
7. Facilities Services
8. Logistics
9. Business Administration (New)
10. Financial Services (New)
11. Human Capital (New)
12. Marketing and Public Relations (New)
13. Social Services (New)
In addition to the expanded domain structure, GSA reaffirmed its plan to open all six solicitations continuously for proposal submissions beginning on or about January 12, 2026. This continuous approach offers contractors greater flexibility in planning and submitting their proposals.
In preparation for Phase II, GSA also expects to issue a pre-amendment notice through SAM.gov on or about December 16, 2025, and to release DRAFT domain scorecards prior to the reopening date.
