GSA MAS Refresh #31: Changes to the Solicitation, Expansion of TDR, and Revisions to Large Category, Subcategory, and SIN Descriptions/Instructions

Significant changes are coming to General Services Administration’s (GSA) Multiple Award Schedule (MAS) Solicitation 47QSMD20R0001. With Refresh #31 and an associated mass modification (mass mod) anticipated in February 2026, it’s important for MAS contractors to know what lies ahead. To help your business determine the impact of Refresh #31, we are breaking down each change outlined by GSA in their recent notice regarding the upcoming Refresh.

 

Category  Changes Made to the Solicitation (Refresh 31)  Impact of Changes 

Overall MAS Solicitation: 

New “General Information” Language 
Revises language in the “General Information” section of each Category Attachment for compliance with the new federal requirements for AI systems or services.  Aligns MAS Solicitation with the new Executive Orders (EO) and Office of Management and Budget (OMB) guidance. 

Overall MAS Solicitation: 

SCP-FSS-001 Revisions 
Updates provision SCP-FSS-001, including making transactional data reporting (TDR) mandatory for all MAS special item numbers (SINs), and updating pricing requirements.  Streamlines submission requirements and pricing. 

Overall MAS Solicitation: 

TDR Pilot Expansion 
Updates the Solicitation to make TDR mandatory for all SINs and removes all references to all non-TDR and CSP-1. 
Removes outdated Solicitation requirements and simplifies compliance.
 GSA recommends withdrawing non-TDR offers and resubmitting them under TDR requirements.
 
Overall MAS Solicitation: 
TDR Pilot Expansion 

Aligns the initiation date of the Mass Modification “Participate in TDR” with the beginning of the next sales reporting quarter:
 

 

  • Mod Initiated: 02/2026 
  • TDR Begin Date: 04/01/2026 
  • TDR Report Date: 04/01/2026 
  • Contractors are required to capture data beginning on the effective data on their “Participate in TDR” modification (e.g., October 1, January 1, April 1, or July 1). Please see the above example. 
Updates the sales reporting structure to align with the Solicitation after the “Participate in TDR” Modification. 

Overall MAS Solicitation: 

TDR Pilot Expansion 
Removes the Price Reductions Clause liability, which goes into effect on the 1st day of the next sale reporting quarter after the “Participate in TDR” modification is executed.  Updates Solicitation Clauses to align with the “Participate in TDR” Modification. 

Overall MAS Solicitation: 

Startup Springboard Program
Updates the Startup Springboard Program to limit it to offerors who also qualify under FASt Lane.  Limits Startup Springboard participants to newer firms proposing Information Technology Category (ITC) offerings that are agency-sponsored and meet FASt Lane criteria.

Firearms & Ammunition
 
Revises “Firearms & Ammunition” language to exclude foreign replica weapons and inert ordnance. Updates language related to foreign replica weapons and inert ordnance.

Clause and Provision Updates 
Incorporates TDR updates and aligns new clause/provision updates to the Revolutionary FAR Overhaul (RFO).  Aligns the MAS Solicitation with all new changes.

Clarifies SIN instructions related to Freight on Board (FOB), revises subcategory instructions, and SINs 339940OS4 and 339940 descriptions.  Strengthens compliance and understanding of this subcategory.

Printing and Photographic Equipment
 
Revises SIN 333249 instructions to include examples of consumable materials.  Clarifies language in the subcategory instructions. 
Human Capital
Human Resources Subcategory 
Revises descriptions/instructions for SINs 524292, 54161, 541612, 541612ER, 541612HC, 56131, and 611430TD. 
Updates titles of SINs and aligns them with
 the Office of Personnel Management’s (OPM’s) Human Capital Business Reference Model (HCBRM) 4.0.
 

Miscellaneous: 

Complementary SINs Subcategory 

Removes 
subcategory limitation from the OLM (Order-Level Materials) SIN instructions.
 

Permits
 the use of the OLM SIN as any other SIN under the MAS Solicitation. GSA recommends adding the OLM SIN.
 

Professional Services

Environmental Services Subcategory 
Revises instructions for SIN 541211.  Updates language within SIN instructions.
