The Army’s MAPS is Underway

What is the Army MAPS Contract?
The Army’s Marketplace for the Acquisition of Professional Services (MAPS) contract is now underway. This $50 billion, 10-year Indefinite Delivery, Indefinite Quantity (IDIQ) vehicle will replace both RS3 and ITES-3S. As a result, MAPS will reshape how the Army procures professional services over the next decade.
Business Size Categories
Contractors can submit proposals under four business size categories. Each category reflects a different eligibility profile:
- Large Business (OTSB): Companies that exceed Small Business Administration (SBA) size standards
- Emerging Large Business: Firms that recently transitioned out of small business status within the past five years from the final solicitation date, and has an average annual revenue not exceeding $250 million over the last 5 years.
- Small Business: Companies that meet SBA size standards for their selected domain
- Commercial-Sector Vendor: Organizations with limited or no recent federal contracting experience
As a result, MAPS creates opportunities for both established contractors and new entrants.
TECHNICAL DOMAINS
The Army MAPS contract includes five core technical domains. Contractors must align their proposals with one or more of these areas:
- Engineering & Logistics (NAICS 541330)
- Management and Advisory (NAICS 541611)
- Research, Development, Test & Evaluation (RDT&E) (NAICS 541715)
- Foundational IT (NAICS 541512)
- Emerging IT (NAICS 541519)
These domains reflect the Army’s evolving mission needs. Therefore, contractors should carefully match their capabilities to the appropriate domain.
Proposal Structure
The MAPS proposal includes three required volumes. Large businesses must also submit a fourth volume.
- Volume I: Administrative documents and registration requirements
- Volume II: Scorecard and supporting evidence
- Volume III: Past performance for qualifying projects
- Volume IV: Subcontracting plan (Large Businesses only)
Contractors must submit all volumes as packaged PDFs. In addition, each section must meet strict compliance requirements.
Submission Timeline and Risks
The current proposal deadline is May 20, 2026, at 5:00 PM EST. However, contractors should monitor updates on SAM.gov closely.
Several companies have already filed pre-award protests with the Government Accountability Office (GAO). These protests focus on solicitation ambiguities and amendment inconsistencies. As a result, the Army may adjust timelines or release further guidance.
What Contractors Should Do Next
Now is the time to act. Contractors should refine their proposals and confirm compliance with all requirements.
Additionally, teams should validate past performance and ensure all documentation aligns with evaluation criteria. Early preparation will reduce risk and improve submission quality.
At the same time, companies should stay flexible. The MAPS solicitation may continue to evolve as the Army responds to industry feedback.
